Notebooks are generally a little louder… Simply because the case is smaller and smaller overall. Applies then also for the components in it… Eg. Fans, etc.
That's why it's a bit louder. In addition, the notebook is mostly in front of you and perceives the "noise" a bit better.
It's normal for the fan to turn up because it needs to cool the video card.
You may be able to turn down the fan speed with MSI Afterburner, but keep an eye on the ° C of the GPU. So the GPU should not overheat.
With a desktop PC you would not have such problems, since case fans are installed and the temperature of the graphics card is then lower.
Desktop PCs are also cheaper and have more power than the overpriced laptops.
My protip for about 10 ° less temp. At least with me:
"Unpack" laptop.
