Which "create online, offline imagine" programs could I use? Actually only the "PowerPoint 2019" program from Office. Or can I also use "Prezi" somehow offline to present?
I do not know Prezi, but PowerPoint is great for lecturing, etc. You can even set it to show notes under the actual slides on your notebook. As a result, you do not need any notes, etc. In the hand. PowerPoint is also created offline. So no problem at all that you have no internet.
Why do you need internet? You can just run the PPoint presentation from your notebook.
If you have any online office version, install a powerpoint player.
PowerPoint runs, as has often been said, also completely offline. That should not be a problem. At Prezi, my WIssens requires a special Pro license to be able to use it offline.
But first check if you can also connect your laptop to the presentation hardware of the seminar room. Depending on the equipment, it may be that you need a HDMI or VGA port on the laptop or then the respective adapter, if not available locally.

What do you mean with online at all? PowerPoint is a Microsoft Office program and so you do not need an internet for it.
