Can you download the Sims 4 on the laptop for free? If so, how does that work?

Hardly free, unless you want to break the EA terms and conditions. But you can buy it via Origin.

"On the laptop" says nothing, it can be a Mac or a Windows-based laptop.

Sims 4 usually costs something. Maybe EA will give it away for free if you are lucky.
