So you have a "Condensatot Microphone", that sounds life threatening. You mean a condenser microphone. The Tascam TM-80 does not have phantom power, but it needs tension for it to work.
The TM-80 is an electret microphone and does not necessarily require + 48V for operation. Since the microphone capsule does not have to be supplied with voltage, but only the impedance converter and to be enough, according to Tascam already 9 volts.
In your case, the statement is true that the TM-80 can be operated on the Behringer 302USB and that "would not be so bad". However, the desk is not recommended. The USB feature leaves a lot to be desired. The Behringer desk does not have a good price-performance ratio - you just can't get another product with this equipment if you want to spend only 39 euro.
If it should be quite cheap, the Behringer UMC22 would probably be the better choice. So you get the microphone signal better in your computer than with the Behringer 302USB. If you can spend a little more money would be a device like the Steinberg UR12 better.
The USB audio interface is an external sound card.
