Is it still the case that everyone is using their laptops or is a PC at home enough to study at a university?
A PC at home is enough in itself, but a laptop or tablet is really very helpful, firstly to take notes, secondly for the online platforms on which the lecturers upload their slides. So you can read along during the lecture without having to print 50 pages per session.
Maybe it depends on what you study… I could imagine that e.g. Required in IT-related courses (no guarantee, just a guess). You don't need one in most courses.
It is easier because you can get a lot of documents online and register for courses more easily than having to search for everything with your mobile phone. Tablet with radio keyboard is also a popular variant because it is lighter and space-saving and you can quickly take a picture.
When I was still a student, I found it very practical to have a laptop as a support. You can also do tasks on site or something like that.
A laptop is not mandatory.
But it also depends on which subject you study.
For example, Computer science students have a very different need than German language students.

A PC at home is always enough. It is not for nothing that there are PC rooms at the universities. And to quickly check something in between / write an email, the smartphone is enough.
We had a bachelor's degree in international IT with a few international students who didn't have a PC at all. They are always in the computer room instead of at home, if you should program something on your own.
A laptop is of course still more clever. But not a must. Start studying first and then decide how important this would be for you personally. Can you still buy then? You can write down by hand just as well (if not better) and usually almost all professionals now have the material on transparencies and not in scripts. You can read along on the slides anyway. If necessary, this can also be done via mobile phone, it is a bit smaller.
