CPU is not clocking higher than 800mhz?

My laptop doesn't work properly since yesterday and I can't even watch YouTube properly.

Today I took a look at the Task Manager and saw that the processor clock was at 0.79 GHz. Then I downloaded the GPU-Z and saw that the clock speed was really 799 MHz.

Where does it come from? I really have no idea and I haven't read anything on the internet that has anything to do with laptops.

Can you help me?
