I'm thinking of getting an Ocules Rift because I've heard a lot of good things about it. The only problem is that I don't have a great PC or I don't have one at all. Can I also play the Ocules Rift on a laptop?
No, unless there's really good hardware (especially GPU) installed.

I also have one and only a few games are playable with my GTX 970. So at least you need a GTX 1080, but even better.
This is possible as long as the laptop has the power and connections. Mine was advertised as VR-Ready or something. I haven't tried it yet.
With a laptop you always have a lower performance than normal.
You would need a usable graphics card for that. Starting with a desktop 1070, it went very well for me (HTC Vive). Mobile I would not start with a 1080 Mobile.
