If you don't need the laptop for anything unusual, I would choose a device with a processor from Intel Core i3 or Ryzen 3. Plus 8 GB of RAM and an SSD. An SSD provides a decent speed boost compared to an HDD. In terms of processor and RAM, you won't need more power. You don't need a dedicated graphics card either. Seems not to be bad, but there are several versions of it and it has no optical drive but something like that is hardly needed or not at all necessary. There are also external drives for little money if you absolutely need one but mostly they end up as dust catchers.
If I had to decide on the processors, I would take an Intel i5, at least 8GB Ram and with an SSD hard drive and make sure that Windows is preinstalled otherwise also order.

An i5 is not the same in all devices, there are already several generations and where it is used whether PC, mini PC or notebook. You can also compare and test out on the Internet. An Intel Core i5 8265U can be installed in the VivoBook, an Intel Core i5 6200U is installed in my Asus R556U.
