What do you mean by quiet? They are usually all quiet when you write a text or ask questions here:-). As soon as you turn the CPU on with whatever the fan goes on and then you hear it too, there's nothing you can do about it, the waste heat just has to go out and that requires a high speed.

No one can give you the guarantee. The fan can always jump off briefly, but should usually run quietly most of the time… Unless you have a lot of applications in the background that are open like Discord ect.
