Is not an operating system that runs by itself.
It's a graphical user interface for Dos.
If you should get hold of a copy, you can run it under https://www.dosbox.com/. M $ Dos 3.3 is recommended for use in DosBox or Virtualbox. (Earlier MSDos versions do not support Fat16)
You can't install an M $ Dos as an operating system on modern hardware (built after 98).
For direct installation, MSDos requires a floppy disk drive on a floppy disk controller as the operating system (no USB / CD solution). Hard drives must be Fat16 formatted. (Maximum size with MSDOS 3.3 = max 32MB with MSDos 6.22 max 2GB).
I doubt whether a modern SATA / M.2 interface is natively supported at all.
Other hardware that is used by MSDos (DMA controller graphics interfaces etc) should no longer be offered in modern hardware either…
So nothing with a laptop at the latest after 2000.

Ultimately, you can fake an ancient window on a laptop… But beneath the surface, at least a Windows XP or Windows 7 and emulation software such as DosBox or VirtualBox must interact with the hardware.
I still play old Dos games from the 80s with DosBox on a computer that can also handle modern games.
