GPU is only used 40% in Minecraft?

I've been playing Vanilla for a long time and have decided to play Minecraft with mods (Valhelsia 3 / 1.16.4) but my GPU (Rx560x [laptop]) is only used to 40% and my CPU is only 70-80% in the game I 1-2 FPS how can that be (I assigned 6 GB Ram to the game)
