I often change the graphics on my PC / laptop from 1920x1080 to 1270x960 or so in the way that one uses to do homework and "normal" one to play, can this somehow hurt my pc / laptop? So can that affect his performance in the long run?

This may reduce the pleasure for your eyes, but it will not affect your PC / laptop in any way.
I would also dispute whether that really makes sense, with a laptop the screen brightness will have the greatest impact on power consumption.
That doesn't harm your PC, it only changes how many pixels are displayed, the 1270x960 resolution may even make your PC a little faster, since it has to process less because there are fewer pixels.
