is a laptop with the components listed below sufficient to surf the Internet, use office programs, play games, watch films with good graphics, and use image processing?

Games I would like to play from time to time would be: Sims, Ark and possibly open world games.
For surfing, this tow top does everything and the other thing you want to do!

Sims and Ark run smoothly there, Office is not a problem. The 1650 is still very new. You may want to use 16 GB of RAM (if possible), as 8 will slowly get a little tight.

For Sims it is definitely enough, for ark too.
With new open world games, the textures will be difficult. 4GB of graphics memory is little. If you plan to play newer games, invest in a better graphics card.
