Only the file is now only available as a PDF file that can only be opened via Internet Explorer. So when you open it, the file opens in a new tap in Explorer. But I want to save the file so that I can open it as possible in any program, so above all stop that I need no Internet to open it.

I use a Surface Laptop with Windows 10

Then just install a PDF reader on your system. By default, most browsers now come with an extension that can render PDF files and are the default file type utility.

Classic PDF reader program would be the Adobe Acrobat Reader, but there are also open source alternatives such as. Sumatra PDF, which I prefer because it is less cluttered.

You do not need internet to open a file with the browser, that's local
The fact that the document is only available as PDF is due to the settings when scanning. Switch to .jpg if you prefer or edit it with OCR and make text out of it
Right mouse-click on file, no matter if PDF or not, and then sub-select "open with" the appropriate program, eg Acrobat Reader

You can also open the files in the Internet browser without Internet.
