Windows 10 reset always breaks off. What can I do?

I would like to reset my Windows 10 laptop. But it always breaks off at 24%.

Have already tried a few things that I found straight away on the net, but all without success.

I do not have a recovery file or recovery CD.

If I have understood correctly, you use the feature offered in Windows 10 to reset the device. I would advise against that. The procedure often takes much longer than a clean reinstallation. There are also always some problems.

Perform a new installation using a previously created installation medium (DVD or USB stick). You can create it for free via Microsoft's Media Creation Tool: https://www.microsoft.com/.../windows10

Execute the program and follow all steps. With a DVD, only an ISO file is downloaded that you still need to burn. For this there's the option Burn Disk Image directly under Windows, if you make a right click on the file.

If you opt instead for a USB stick, you just have to follow all the steps and have at the end of a usable stick for reinstalling.

Then you will boot from the created disk and run the custom installation. Then you end up in the partition manager, where you delete all partitions. But keep in mind that all data will be deleted. Then select the unallocated space, go to the next step and the rest is self-explanatory.

That is not completely right. The 499MB (different size btw) include driver data device data. Important e.g. From the Ethernet adapter. If you also delete this partition, you may first effortfully with a second computer or WLan Stick search the required driver software. This can be quite cumbersome if the operating system does not recognize the device itself and you are then forced to find the right software online via the device ID. Because of this, I would never delete this partition if you are a beginner and have no idea how to get the details for your components. Now please do not start with "Just look for a video card name" because these are just components. Chipset, motherboard, ethernet adapter, audio interface you will not find so easily. By the way, I can assure you that I have done this quite often, as this is part of my job as a system administrator.

Your assumption with the stored driver data etc. Is pure speculation.

The Win10 installation automatically downloads and installs the device drivers stored on the Microsoft server - assuming the PC is connected to the Internet, preferably via LAN. - Otherwise, installation media will only install Microsoft drivers.

I summarize:
Formatting the OS system partition is unnecessary before a win install.

Addendum: I do not know what empty partition you mean. - If the OS partition should be meant, it is not empty because the old Windows is installed on it.
For the Win installation it would be sufficient to format them as part of the installation routine and then install Windows on them.
