Goodnotes alternative for Windows?

I recently bought an hp specter laptop and am now looking for a suitable app for school. A friend recommended goodnotes to me, but that is only available for apple and the other apps you could either not insert pdf's or create a document that can be used as a booklet and insert and then edit pdf's. Is there an app with these capabilities for Windows?

I use OpenOffice = / = LibreOffice 6.4. For more demanding documents (incl. Pdf).

And Notepad ++ for quick read, where Notepad ++ can read just about anything that is text. Once you have it, you don't want to miss it anymore. Formatting with it is not, however.
