To make a long story short: HP laptop no longer started and system recovery was also not possible.
So Windows 10 was completely rebuilt on the laptop and all data is gone. It is as if you had started and set up the laptop for the first time.
There are no system restore points either.
Is there a way to restore the system to an earlier point in time and get the data back? Maybe with a recovery tool?

That's impossible!
With the tool "Recuva" or similar, you can try to save the still readable data on an external drive.
However, these are saved without the previous name. It is then difficult to find out what data it contains.
If it is very important, then companies do it - but very expensive!
Why didn't you copy the data somewhere else before you reinstalled Windows?
There's data recovery software that may be able to recover a few of the files. For example PhotoRec or Recuva.
Since you have installed Windows over the old data, the memory that has now been used where other data was previously stored will probably be corrupted.
