Mobile phone as a webcam?

Is it possible to use your cell phone instead of a webcam? I mean on the laptop. I know that I can simply use my cell phone to chat with video or something… (I know it's a stupid / strange thought but still wanted to know.)

I think there's an app called IP Camera that you download

and on your PC I think you need IP Camera Adapter which you also download. Then just google what to do next
