Windows installation problem? Could not find a new partition or an existing partition?

I have the above problem and have read that this happens when trying to boot over the volume usb hdd. Now the problem. No matter what I do, the stick is always recognized as usb hdd. I also tried to boot via ne dvd; However, it does not work (I have the dvd selected in the boot menu and the PC does not go into the Windows installation). Next to it is a laptop, and I can't remove the hard drive

The stick was formatted with fat 32

The stick should already be bootable.

There are then files on it that are needed for booting.

So make the first bootable. Then it works well.
