Connection of TV (Scart) via laptop (USB)?

Is it somehow possible to connect an older TV with scart connection with the laptop (WIN 7 or 10) (for example via USB) to play DVD's or CD's?

This works, but not via USB, but via the HDMI, DVI or VGA port. There are corresponding adapter boxes to buy. These can be e.g. Get it at Conrad Elekronik, Reichelt or eBay. Look there: VGA or HDMI to scart adapter.

Works like: Laptop → (USB3.0 to HDMI Adapter) → HDMI Cable → (HDMI to SCART Converter) → SCART Cable → TV

Why does the video signal necessarily have to be output via the USB port? That makes no technical sense at all. Or is this something broken? Just use the HDMI or VGA port on the laptop.
