To enroll at my future university, I have to upload a passport photo of myself. In addition to the admissibility of .jpg and .jpeg as file format, it is also stated that no scanned photos may be used.

How am I supposed to get my passport photo in good quality on my laptop and upload it?!

You can get your passport photo as a file from the photographer and upload it. Just take a stick with you to the photographer, otherwise you'll pay for a CD there.

Mobile phone and camera take jpg pictures. A white wall as background, good light from the front, done. You won't need a biometric passport photo, black and white, symmetrical without glasses, or glasses without glasses. Without a smile etc.

A printed photo is more or less graphically processed, you would see that on a scanned photo.

I would like to mention that a photographer takes pictures in RAW format. The photo is raw, out of focus, but with a lot of details for manual editing. Photos in JPG or JPEG are finished. Either through the automatic setting on the mobile phone / camera. Or the photographer manually specified the settings on the camera. JPG can only be made a little lighter, darker or more or less color.
