Although you have an OEM license, you should have the same rights as with a retail license. Therefore, the product key should be transferable. I'm not 100% sure, but you can just try it out and if it does not work out in the end, you just lay down a new license for little money.
I would initially disable the key on the current device. Open the command prompt (cmd) as administrator and enter slmgr -upk.
Windows 10 should not be activated afterwards.
For the new device, press the Windows key + i and navigate to Update and Security => Activation. There you go to Change Product Key and enter the key.
