Moin, a few weeks ago I bought a 2 TB hard drive from Vova (similar to wish) for 25 euro so that I can connect it to my ps4. When it arrived and I wanted to format it on the laptop because it didn't work on the ps4, there was a text on the hard drive where it says that this NTPS or whatever it is called is not compatible with the ps4, although it wasn't in the description as I could see. In addition, the hard drive was a bit dirty in the packaging and, as can be seen from the price, of poor quality (even got electrocuted haha). Requested a refund 5 days ago and the bot said the refund request will be processed in 1-2 days, so far nothing has happened. I paid with PayPal, can I somehow report to PayPal if they no longer report from Vova so that I can get the money back or not?

You can open a buyer protection case within 180 days and report an article that differs from the description:
http://www.paypal.com/...laint-view
But PayPal alone decides, nobody else.
And of course you should be of legal age, even when you open your account, otherwise the shot will backfire.
Oh yes:
If PayPal requests the return, then you can only return the item PayPal-compliant with UPS or FedEx, otherwise you are free of goods and money, because only their proof of dispatch and delivery is recognized for a return to China.
And now take a look at what shipping via UPS or FedEx costs, because neither PayPal nor your Chinese seller will reimburse you.
