I ordered a gaming laptop from eBay where the description said things like: 1 year antivirus, 500GB SSD and 3 months warranty, but none of it was there. When I wrote to the seller about it, he briefly tried to pretend that everything was supposed to be there.
At the next message he apologized and said he had forgotten that all these things were not (anymore) or not there at all, because he rarely uses the laptop. Apparently he put the laptop on ebay 3 months ago and therefore the 3 month guarantee is gone, but that can't be, his offer was fresh.
In any case, it is clearly a wrong item description and that annoys me. How much should he refund me? Also. Could it be that he will ignore it and I will not get the money back? (Partial refund if he agrees).

If the seller then has no proof of delivery and delivery, you will usually get the money back from PayPal.

Ebay has nothing to do with payment. You have already written that you paid via paypal. There's no 'normal' or 'abnormal'. Did you pay as a service or as a friend?

If he paid "normally via eBay" via PayPal, then this could only have been via goods & services, since no other PP payment method is possible via eBay.
Of course, it would look very different via ebay classified ads.
