I also downloaded Genshin impact for laptop because otherwise I always played on my cell phone. Unfortunately, I went into the game and everything started all over again. Is there any way to get my data from my phone to my laptop?
I don't know about the game, but if it works across multiple Knsolen there should be a registration number that you should be able to pick up from your phone.
Restart the game, log into the title screen with the same account, then it works.

Contact support. Usually the data is on the server. But if you accidentally go to a different server than the previous one, it is clear that there's nothing there. You would have to go back to your old server.
The server question is unnecessary on PS4 because you can't switch there, so unfortunately I can't help you any more than I already did. Contact support.
