Open the task manager on the laptop and click on "Performance" and then "WLAN". What does "send" and "receive" say at the bottom right?
Give the notebook a static IP that is guaranteed not to be used by any other device.
Basically, this could be a virus that initiates access to the network when it is started and this is then restarted for security reasons or similar.
Would run a good antivirus program, even if the likelihood of such a virus is not particularly high now. But it's worth a try.
What exactly does that mean: The Internet is collapsing? If the response times are very long, the connections are cut, e.g. Because the laptop is using the same IP as the router? What happens if you turn off the laptop's Wi-Fi? Is the connection immediately back on the other devices or do you have to log in again?

So it is so that on the other devices there's still the Wi-Fi symbol in the bar, but an exclamation mark appears next to it and you can no longer access the Internet, i.e. You have your own. No Internet connection. If I switch off the laptop's Wi-Fi, Wi-Fi works fine on the other devices again.
It sounds like the laptop is posing as a hotspot and "stealing" the network traffic from the router. Reconfigure the laptop's network access exactly as on the other devices.
