This app has been blocked for security reasons, how can I get around this?

I want to install Sims 2 on my laptop. Unfortunately, the "This app has been blocked for security reasons" window keeps popping up.

I have already tried to call it up with a command prompt and have already switched this safety controller. Still nothing changes.
