Probably yes. That seems to be CPU maximum. If you know you are upgrading to 16GB, you can take 2133mhz Ram. It is advisable to buy the notebook that is in it, especially for notebooks.

Yes, you can do that. Maybe the 2666 has better timing.
What the CPU's officially support and what is possible in practice are two different pairs of shoes… What is more important here is the mainboard, the BIOS and the quality of the working memory… If you can't set higher clock speeds in the BIOS, you have to live with the standard clock which is often the case with laptops and then it is not worth buying faster memory… So go through the BIOS and update if necessary → with a little luck there's still a little bit possible:-)
