Laptop doesn't start because updates have not been set up?

I keep having problems with my laptop. Last time it was solved when I took the battery out and put it back in again. Unfortunately not this time.

"The setup of the updates could not be completed. Changes are undone. Turn off the computer n" the sentence ends.
nothing happens, it is an endlessly sour loop.
what can I do? I'm not smart at Google, I don't know anything about computers, it would be great if you could explain it understandably.

The hardware seems to be causing problems. If your laptop has been around for several years, this is nothing new. From 1803 at the latest, the update spooks.

Yes delete updates or reinstall OS and avoid update 1803.

My laptop has all the time only the loading screen. How should I delete updates if I have no access?
