You have to be 18 years old and register your project as self-employment. Of course you have to pay taxes, if you earn enough (to do the same) and make a tax return and accounting for your income and expenses, etc. As a self-employed you then have to pay memberships to the professional association and possibly to the Chamber of Crafts or IHK etc etc So all the duties, sometimes as a self-employed person

If your photos are actually good enough to be taken by the agencies and then bought by customers, then yes… BUT:

I say it like this: of about 1000 people who believe that their pictures are good enough, only about one (!) Is right!
After 2 years of being an amateur, there are rather few opportunities…
Especially since you also have a lot of work, as already mentioned, with all the organizational stuff and your other duties as a self-employed person as well as expenses. So you should already have a lot of revenue, so that's really worth it! But you also have to sell a decent number of pictures and you need a lot of pictures that you can offer (if you can't offer 1000 pictures or more with sufficient quality, then you will hardly have any sales whole worth it!)
You have to deliver TOP content and TOP quality today, so that your images are even accepted by the agencies and then also to be sold. With a bit of hobby snapping, you could hardly tear something 6 years ago, today you can completely forget it!
Do not need the agencies and all you could do there are already 1000 others made much better in front of you
You need today simply consuming and professionally (!) Produced picture material if you want to sell your pictures. You have to implement well-planned content with good models at suitable locations

First, try if anyone wants to have any photos or if there's a need (Googling). If that is positive, then you can think about further steps in the bureaucracy (trade, FA). Even if you take beautiful photos, that's a guarantee that you can earn something with it. My tip: Make a photo book and put it into the sale, there are some publishers who offer something. Price not a problem
