Defragment after Windows reinstallation?

I just reset my laptop. All data has been deleted and the hard disks cleaned up. Now I wanted to know if I should defragment the hard drive again or if it does not work. No idea what that is for a hard drive, but it is not SSD or HDD.

What means, all data has been deleted, including the operating system?

If so, you can go through Defrag again for safety.

If not, then not, unless you want to install everything again.
