You need above all computing power for a smooth display when cutting. So a good / fast processor, at least 8 GB RAM, an SSD and a good graphics card as hard drive. For 1000 euro you get something to do with. If it is a laptop, I would definitely take at least a 17-inch model, so that you don't have to keep your eyes squinting when cutting (because of the small details).
I myself use Magix Video de Luxe (Premium) as an editing program, I can recommend it without hesitation (but here at least get the plus version because of the encores) …
