I have a laptop with the cpu Celeron 4205U 1.80Ghz 4GB DDR4 128GB SSD HARD DISK
If I equip the RAM to 8 gigabytes, your laptop will be a little faster and the laptop will be used for surfing. E-mailing or working with OpenOffice makes sense or is it wasted
Your Celeron 4250U (2x 1.8GHz) is just as fast as a much older Core2Duo E8400 (2x3.0GHz):

In your place, I wouldn't put anything into the hardware anymore.
Better install a narrow Linux. The hardware is thick enough! And thanks to this SSD, the BS would have booted up in a few seconds.
The device would practically bloom again. And you only have to get used to it to a limited extent.

I recommend the very economical Lubuntu or the popular MX Linux.

The system can therefore be used well for pure application software.
Under Linux you could e.g. Install the LibreOffice, but (if necessary) also the OpenOffice.
And for surfing, Firefox, Chrome, Vivaldi, Opera, and some more are available. For email, for example Thunderbird a good choice.

It will not become a "rocket", but you will notice a clear difference.
In principle, the notebook is quite well equipped with this CPU including 4 GB RAM and SSD for these purposes.
If possible, the integrated Intel HD graphics solution should not be assigned more than 384 to 512 Mbyte RAM in the BIOS.
In principle, I have nothing against the idea of a modest Linux distribution and a modest office package instead of unnecessarily bloated software.
About 10 years ago such a book would have become something in the direction of a "high-end" office book with the software at that time.
Unfortunately, nobody knows what nominal capacity the built-in SSD has and how fast or lame it is in practice.
My 2007 book with Windows Vista, Kaspersky AV and Office 2007 packed these tasks perfectly with its Intel Core Duo T3200 (also called Pentium T3200). Also had only 4 GB of RAM, a normal Mahnet hard drive and a very slow Intel HD 4500 chipset graphics.
Windows 10 and modern MS Office may actually be too fat and unnecessarily bloated for your book.
That's why I give the thoughts of the user @MartinusDerNerd a clear er here
A narrow, but efficient and good AV suite including a firewall should necessarily be in such a system and be functional if he / she wants to be on the I-Net from time to time.
Should not be a problem for the mentioned CPU (after all it is a real "Skylake"… And not an atomic stuff) with 4 GB RAM on a narrow Linux despite only 4 GB RAM.
