I restarted my laptop and then there has been a loading screen for an hour and after 10 minutes there's a message that Windows is being installed and then the laptop restarts itself all the time.

Do you have data on it that are "vital"?
If not, just start a new installation using the boot stick
If so, make a data backup using the live operating system and then start a new installation

But you can also simply try to get into the boot menu of Win with a new start with F8 and maybe just try the repair functions there or go into safe mode, if it works, restart maybe it will work again

Start the installation again and pull out the installation stick when the PC starts to restart.
The PC then boots from the hard drive / SSD and continues the Win installation from there.
