Set up device (notebook, PC, Chromebook) as cast receiver?

Can a device named above be set up as a cast receiver?

Or do I have to eg. Buy a Google Chromecast?

My idea:

Connect the Chromebook to the TV via HDMI and use it as a Chromecast.

Play videos on the TV with the smartphone via Cast Youtube.

Someone an idea, or I'm not around an extra device around (Fire TV Stick or Chromecast)

So if you like to save energy, you will not get an extra device.
