I'm an admin on my laptop and was able to install new programs until now. But now always a window opens with the following text:
The specified device or path or file can't be accessed. You may not have sufficient permissions to access the item.
Can someone tell me how I get the permission to do so?
Download it again. Best on the accompanying developer page.
First check if the file is ok. The error message comes z.b. Even if you want to run a broken, 0 kb file.

Copy / move it directly to C: \ (or another partition) and execute it there
