Problem with laptop - reinstall?

I wanted to reinstall my laptop, but I identified it.

Then again and again an error message appeared, which I could handle by a help in the Internet (the computer restarted unexpectedly), by I changed in the Registry Editor a value!

Now, however, the laptop goes up, then 1 sec is displayed: Windows Intallation 64% …

Then it goes down again and this process repeats itself constantly, without that changes anything (let it run long enough)

Also, I can no longer start the registry editor or bios, because the laptop still shuts down (I can open it, but it remains not enough shows "registry" to enter!

Unfortunately I do not have an installation CD or external data…

Boot, then try the boot sequence on the installation medium and the installation again.

You look, if somewhere "Bootreihnfolge" is, push the boot medium up and start the PC. Leaves before the BIOS, maybe it will restart itself.
