Windows 8.1 and Windows 10 would also work (device drivers are there). Is it advisable to install Windows 10 directly?

4GB of RAM is ok, but if you have the option to upgrade your RAM then do it, with 8GB of RAM the PC will work smoother, you will rarely see a ball or egg timer or even the message that a program is coming ended.
