I want to transfer a 5mb file that is on my cell phone to my Nintendo 3DS.
My question is whether it can be done somehow without first moving the file to a PC / laptop, and then via the PC to the Nintendo's SD card. So maybe via some homebrew app or something else.
Yes, this is via homebrew.
The app is called FTPD. You can use it to open an FTP connection. All you have to do is install an FTP client on your mobile phone and you will have access to the 3DS.

Just any FTP client, just look for it in the AppStore / PlayStore and choose something!
