Graphics card underutilized?

So I have a GTX 1050ti with an I7 8750H (is a laptop processor).

The problem is that in the game Hell Let Loose the GraKa is only used by 10-20% and the processor is used by 50-60%.

I play on medium settings, with HLL the GraKa should have more bars on mid settings right? Even if I set it to epic, it stays at 10-20% utilization.

V Sync is off and the FPS are not locked anywhere else.

The FPS can be seen in the top left corner.

Sounds a bit like a bottleneck, but it could also be that the game is more CPU-intensive. Always wanted to get the game for me, so I can't say much about how the game is technically set up at the moment.
