To deduct the costs of recognition of the Ing. Title from the tax?

My roommate approached me today on the subject of tax return and since I could not answer him this question, I'll just put it here:
He is not German, but now has the work permit etc.

Can he deduct the costs for the recognition of his mechanical engineering masters as Ing. As advertising costs or the like? And what about language course or laptop etc?
If someone knows a good website with specific information, I will gladly pass it on to them.

He can't deduct the German course from the tax as income-related expenses or special expenses.

Computers and laptops can be deducted from the tax if they are needed for work. A private share of about 50% will be deducted. If it is not a low-value asset, the asset must be amortized over its expected useful life (3 years or less).

The cost of the recognition can be an advertising cost, for example, if the employer requires this certificate.

Because of "Ing. Titel" I assume that you live in Austria? Government fees such as E-card etc. Can be written off in principle. (Unless taken over by AG)

Laptop for educational purposes, definitely.

No, we do not live in Austria. Dresden.
But I really do not know why he had to do that, but at least he got his master's degree recognized by the Ing. Chamber of Saxony. Unfortunately, I do not know if that was what his employer wanted / wanted.

In Germany there's no engineer title. This is an Austrian uniqueness. For example. Ing. Hans Müller

Does he mean the Dipl.-Ing?
