Help with the laptop windows 7?

I started my laptop as normal and that's where the welcome came in, but then you just saw the mouse and the background is black and blue.

I assume your Explorer.exe does not start

if you can call the run window with the key combination "windowstaste + R", you can try to start the Explorer.exe by just writing it in:-)
