He wants my e-mail address and my cell phone number to "communicate" on WhatsApp and he does not give up. His account was opened today and he writes in broken German.
Is this a new scam and what does it do to me?
He wants to spam you. He can just as easily communicate via eBay classifieds.
The usual:
Break off contact immediately, this is a clear and well-known attempt at fraud!
You will receive the alleged mail from a bank that the money has been transferred and that you will get it the moment you post a package tracking number.
Everything fake. No bank in the world does such business. It is not the responsibility of banks to check the shipment.
It always works like that. This is an old scam. Sellers in good faith then send off without realizing that they are being cheated. And that's it then - you never hear anything again, money never comes and you are rid of your article.

Only offer payment by SEPA transfer to your account.
Don't offer PayPal; not by goods and services, not by Family & Friends, not at all.
Do not react to alleged emails from banks, but only send them after you have convinced yourself that the money has actually been received.
Only send with tracked delivery.

An "unusual" spelling and grammar are not an obstacle, not every native speaker is.
You should be careful when negotiating. Some come, find something to complain about and want to push the price down. If you don't respond, they'll demand compensation for the journey. There's no legal basis for that.
