it is not enough to drag the ISO file onto a USB stick. From the ISO file, a bootable USB stick must be created by means of an additional program (eg Rufus).
Files on a USB stick to pack, but that's not enough because the USB stick has to be made bootable, I do not know any app on the smartphone.
Buy normally Windows 10 with disk, or ask a friend on his PC with the Media Creation Tool to prepare the stick.

If you can connect the USB stick to the phone, Rufus even seems to be a viable solution under Android. I have not tested it myself yet.

No.
You need to create a bootable USB installation disk, use any other computer with Windows 7 or higher, download the Media Creation Tool from Microsoft, start the tool on the computer, choose Installation on USB (Attention: all data on the stick will be deleted), the tool automatically creates the bootable stick.
