Connect RODE NT1A to laptop?

Hi! I'm still quite a beginner level in terms of technology, so I apologize in advance ': s

Anyway, I recently bought a RODE NT1A because I would like to take on singing. My problem is that I don't seem to have connected the microphone to the PC properly.

Advance! I know that the microphone requires 48 V phantom power and that's why (on the recommendation of a professional) I bought the Neewer phantom power adapter. Then I connected the OUTPUT of the phantom power adapter to my laptop using a USB / XLR adapter cable and inserted the two-sided XLR cable into the INPUT of the phantom power adapter, which I in turn connected to the microphone.

I hope I have just expressed myself clearly: D Anyway, my laptop is connected to a power supply and otherwise all cables are stuck and the lamp of the phantom power adapter also lights up, why doesn't it work?

What should this "USB / XLR adapter cable" be? Is this an audio interface in the form of a cable?
