It's really urgent because the laptop has to be ready by noon.
So I have an Acer Aspire VX15 and have now reset it a good 3 hours ago or reset to the factory settings.
It was also quite normal but for over an hour it is 35% and it does not go on.
Maybe someone has an idea so that goes on?
Was there a lot of data on the laptop? If so, you can sometimes see a single percentage for hours. I have often happened. Maybe there's also someone with other experiences or solutions.

This can sometimes get stuck for more than an hour at the same number, especially if there's much to clean up.
Otherwise, if nothing until tomorrow morning (or in a few hours) force the switch off and then you can reinstall Windows with a bootable USB stick. Before, of course, delete old partitions.
