To flash the BIOS, I need the option UEFI boot to enable in the boot menu.
But the option is not listed.

Mh you probably need one without UEFI. There are many update systems. Either via a bootable medium, just stop without UEFI, sometimes synonymous out of a running system, LG and ASUS have offered that partially.

To flash you have here (http://www.packardbell.com/pb/de/DE/content/download) under Windows download a zip file, unzip and run in the unzipped directory… \ Windows \ PEW7130.exe. So UEFI is not required and probably not yet supported by the old BIOS, current version of 11/2012.

The BIOS is the predecessor of the UEFI. The latter has since around 2012 replaced the BIOS in computer construction.
There's no UEFI boot function in a BIOS. - This only exists with a UEFI.
In contrast, the UEFI can be activated by a setting change the BIOS function.
I estimate that before 2012, your laptop was equipped with a classic BIOS, built and thus has no UEFI boot option.
