I've been looking for games for a while (preferably on a PC or laptop) in which you can build with a variety of materials, such as in creative mode in Minecraft (e.g. Castles, houses, entire cities, etc.) So not such games, where you have to reach levels to get more things, but where you already have everything and can just start building. Is there such a thing and what are the names of these games?

I can strongly recommend Scrap Mechanic. The game can be played in both survival and creative modes. It is primarily about the technical implementation of buildings, but large buildings are not excluded. You have a lot of options.
