If I now download something on the laptop via LAN, it loads down nicely with 55-65Mb.
If I now download the same file from the same page on the main computer (also via LAN), I get a maximum of 10-15Mb.
But as soon as I download a game in Origin or Steam, it is also downloaded with 55-65Mb. Speed test, etc. Shows me also full performance.
Another browser, etc. Has already been tested with the same result, even a browser in the box on the computer does not help.
What can be the reason?
PS: Nobody else was connected to the network during the test downloads.

I downloaded it from Winfuture, with the laptop and the workshop computer (all via LAN) full power 55-65 only with the main computer 10-15Mb
You'd better download it from the official Microsoft site using the "Media Creation Tool". You can "burn" them directly to a USB stick or a CD. You will also get the latest version there.
One possibility could be that the servers no longer allow them, with some websites I only get 200kb / s
