I fly in October with Condor in the US and have read in advance that you can take a maximum of 2 pieces of batteries (I have some with 3000mAh) for the e-cigarette in hand luggage (in the case completely prohibited). The PB is probably too big. That should give problems.
From the description of Condor I will not be smart. There's something of a maximum of 2 spare batteries, not larger than 100Wh but a power bank counts as a spare battery and count the two batteries in the e-cigarette as a spare battery (because individually removable)?

25.8 Ah * 3.6V = 92.88 Wh. That should still be allowed.
But on the PB stands 95.7 Wh and allowed are batteries up to 100 Wh - so it would be in the frame. But just because of your guess (the PB is already quite large) I'm very uncertain.
The two batteries for the e-cigarette each have 3000 Ah and yes, both are in the e-cigarette in it (but could take out in case of doubt). But I do not think so much about it, I have often flown with it. My main concern is whether the big power bank - before all PLUS the two batteries - is allowed.

The power bank and the batteries are not a problem, but all batteries must be in your hand luggage. The batteries for the steam should you keep in a transport box made of plastic.
